Summary
Brings care services into economic development planning. This bill would amend the Public Works and Economic Development Act to require that comprehensive economic development strategies include an objective to directly or indirectly increase access to affordable, quality care-based services. It names child care, early childhood education, disability and long-term care, and elder care as examples of those services and ties them to regional planning for federal economic development grants.

If enacted, the bill would require economic development plans (CEDS) to include goals to increase access to affordable, quality care-based services. These services include child care, early childhood education, disability and long-term care, and elder care. The Commerce Secretary would have to issue guidance on how to add these care goals to CEDS within 1 year after enactment. CEDS already approved before enactment would only need to be changed at their next regularly scheduled update.
