Parental involvement leave for workers

If enacted, eligible employees would be able to take FMLA parental involvement leave to attend or participate in a school conference or an activity by a school or community organization related to a program attended by their son, daughter, or grandchild. The leave would be limited to 8 hours in any 30-day period and 48 hours in any 12-month period, and it would be in addition to other FMLA leave. The leave could be taken intermittently or on a reduced schedule. Employees would have to give at least 7 days' notice or as much notice as is practicable; employers could require certification. Employees could elect, or employers could require, substitution of accrued vacation, personal, or family leave; accrued medical or sick leave could be substituted only for the 48-hour/12-month portion and employers would not be required to provide more paid sick leave than they already offer.

Parental leave for federal staff

If enacted, eligible federal employees under title 5 would be able to take leave to attend or participate in a school conference or an activity by a school or community organization related to a program attended by their son, daughter, or grandchild. The leave would be limited to 8 hours in any 30-day period and 48 hours in any 12-month period, and it would be in addition to other leave under 5 U.S.C. 6382. The leave could be taken intermittently or on a reduced schedule. Employees would need to give their agency at least 7 days' notice; agencies could require certification under applicable rules. Employees could elect to substitute accrued annual or sick leave and agencies may not impose more stringent substitution rules than under subchapter I; the bill also defines "grandchild" as a son or daughter of the employee's son or daughter.
