Future of America’s Workforce Act

Sponsored By: Representative Begich, Nicholas J. [R-AK-At Large]

Introduced

Summary

Requires annual, machine-readable public data on how AI and similar systems affect work. This bill would make the Bureau of Labor Statistics publish the Contingent Work Supplement to the Current Population Survey every year and include questions about “covered technologies,” a term that includes artificial intelligence as defined in the 2021 National Defense Authorization Act. The BLS must aim for consistent methods across years, document any material changes when publishing results, and make data available in timely, machine-readable formats. If the BLS fails to publish the supplement as required, the Commissioner must report to Congress explaining the reasons and giving an expected publication date.

Annual worker survey on AI use

This bill would require the Bureau of Labor Statistics to publish a Contingent Work Supplement to the Current Population Survey every year, starting with the first CPS released after enactment. The supplement would include questions about "covered technologies," including artificial intelligence as defined in 15 U.S.C. 9401(3), and systems that adapt, learn, or influence worker decisions. BLS would have to try to keep the survey comparable across years, document any material method changes at publication, and post results quickly in machine-readable formats. If BLS fails to publish a supplement as required, the Commissioner would have to report the reasons and an expected publication date to the House Committee on Education and Workforce and the Senate Committee on Health, Education, Labor, and Pensions.
