Summary
Modernize the Strategic Petroleum Reserve through a public, time-bound study. This bill would require the Secretary of Energy to ask the National Petroleum Council for a publicly released report within one year that analyzes options to expand where the SPR stores oil, add refined petroleum products to storage, consider reversing congressionally mandated sales, review the Life Extension II project's unfinished work, and recommend changes to capacity, fill rates, resilience, and pipeline bidirectional flow.
