New rules for AI robocalls and texts
This bill would require robocalls and texts that use AI to sound like a person to say at the start that AI is being used. It would define what counts as a robocall or text, including SMS, MMS, and RCS. Calls or texts that need substantial human intervention would not count, and the text definition would exclude real-time two-way voice or video. If someone uses AI to impersonate a person or company to defraud, cause harm, or get something of value, the maximum civil and criminal fines could be doubled. The disclosure rules would start upon enactment, and the higher penalties would apply to violations after enactment.
