Summary
Would expand the refundable Child Tax Credit to people with almost no earned income by lowering the earned-income test. It would cut the earned income threshold used to determine the refundable portion from $3,000 to $1, remove paragraph (6) of Section 24(h) to align the rules, and apply to tax years beginning after December 31, 2025, without changing credit amounts or income phaseout rules.

Bigger child tax refunds for families
This bill would lower the earned-income test for the refundable Child Tax Credit from $3,000 to $1. If enacted, you would be able to get a refundable CTC if you have at least $1 in earned income and a qualifying child. The bill would also remove paragraph (6) of the Child Tax Credit rules, which could change how refunds are calculated for some filers.
