New ethics rules for U.S. agents abroad
This bill would create new ethics, clearance, and reporting rules for people who act for the U.S. government with foreign governments, even if they are not federal employees. Covered individuals would need a security clearance after a background check before doing the listed activities. They would file an annual financial disclosure with the Office of Government Ethics, and OGE would publish filings and send public quarterly reports to Congress listing filings, violations, and penalties. Covered individuals would be banned from making or accepting any U.S. agreement that directly benefits them after dealing with that foreign government, and knowing violations could bring fines or up to one year in prison. OGE would refer violations to the Attorney General, and people could be removed from roles or barred from future service or security clearances.
