This bill would add a new rule to federal personnel law that treats a diagnosis of gender dysphoria as disqualifying for jobs or credentials that use mental health standards to judge fitness.

Ban on federal jobs for gender dysphoria
If enacted, the bill would define "covered positions" and "covered certifications" for executive agencies. "Covered position" would mean an executive job with agency mental-health standards. The bill would bar anyone diagnosed with gender dysphoria from occupying a covered position or holding a covered certification. Agency heads would have 180 days after enactment to issue rules to implement these standards. The bill would not impose additional standards on executive-branch employees who are not in covered positions.
