Medicaid payment for patient navigators
If enacted, the bill would require State Medicaid plans to reimburse eligible entities for patient navigator services given to Medicaid enrollees. It would define who counts as eligible entities and who may serve as patient navigators, including required education, licensure, certification, or training pathways and a three-year limit on one Secretary-approved training route. Patient navigator services would include referrals and linkages to medical, social, logistical, and financial programs and the services listed in Public Health Service Act section 340A(b)(1)-(6). The bill would let States claim federal Medicaid matching funds for these services when they meet the new rules. The rules would apply to services provided after the first day of the first calendar year that begins after enactment, and States that need new State laws would have until the first day of the first calendar quarter after the close of their next regular legislative session to comply; for two-year sessions, each year counts as a separate session.
