Show full summary
  • Defines a "covered application" as DeepSeek or any successor developed or provided by High Flyer, so replacements from the same company would also be included.
  • Directs the Director of the Office of Management and Budget, working with the General Services Administration, the Cybersecurity and Infrastructure Security Agency, the Director of National Intelligence, and the Secretary of Defense, to issue standards and guidelines for removing covered applications within 60 days after enactment.
  • Creates narrow exceptions for law enforcement, national security activities, and security researchers. Any authorized use under those exceptions would require agencies to document risk mitigation steps for the use.

Ban on DeepSeek on government devices

This bill would ban executive agencies from using the DeepSeek app on government information technology. Within 60 days, the Office of Management and Budget, working with General Services, the federal cybersecurity agency, the Director of National Intelligence, and the Defense Secretary, would issue rules to remove it. Covered apps would include DeepSeek and any successor or service from High Flyer or its owned entities. Agencies could allow limited use for law enforcement, national security, or security research, but they would have to document risk controls. The rules would follow federal information‑security requirements.
