PSA Screening for HIM Act

Sponsored By: Representative Dunn, Neal P. [R-FL-2]

Introduced

Summary

Requires no-cost prostate cancer screening for high-risk insured men. This bill would expand preventive coverage so men age 40 and older at higher risk can get prostate-specific antigen (PSA) screening without cost-sharing and aligns those rules with current federal preventive guidelines.

Show full summary
  • High-risk men and families: Men 40 and older who are African-American or have a qualifying family history or genetic risk would be eligible for covered PSA screening with no out-of-pocket costs. The bill notes lifetime prostate cancer risk of about 1 in 8 men and that early-stage detection yields nearly 100% survival.
  • Equity and outcomes: The law targets groups with worse outcomes by highlighting higher incidence and mortality among African-American men and the drop in survival to about 37% when diagnosed at late stage.
  • Health plans and rules: Group health plans and individual issuers would be required to cover these screenings without cost-sharing for plan years beginning on or after January 1, 2026. The measure also ties preventive coverage to guidance from the U.S. Preventive Services Task Force (USPSTF), the Advisory Committee on Immunization Practices (ACIP), and the Health Resources and Services Administration (HRSA).

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

No-cost prostate screening for high-risk men

If enacted, group and individual health plans would have to cover prostate cancer screening for some men with no out-of-pocket costs. It would apply to men age 40 or older at high risk, including African-American men and those with a qualifying first-degree relative or known genetic risk. Plans could not charge copays or deductibles for these preventive services. This would start for plan years beginning on or after January 1, 2026.

Clarifies breast screening guidelines for plans

If enacted, plans would treat the latest U.S. Preventive Services Task Force breast screening recommendations as current, except those from around November 2009. Plans could still choose to cover extra services beyond those recommendations. This would apply to plan years beginning on or after January 1, 2026.
