Would let western water users prepay Bureau of Reclamation contracts and direct part of those payments into the Reclamation Water Storage Account to build storage. It would permanently authorize the Water Infrastructure Improvements for the Nation Act prepayment authority and tie that authority to the fund and offset rules described in section 4011.
