Show full summary
- Raises the statutory average cost per dwelling unit used in Weatherization Assistance Program calculations from $6,500 to $12,000. This updates the per-home figure the law uses to measure expected spending.
- Sets new statutory funding levels for the program: $300 million for each of fiscal years 2026 through 2028, $325 million for FY2029, and $350 million for FY2030. These amounts create a five-year funding trajectory in the statute.
- Directs the Secretary of Energy to create a weatherization readiness program and amends statutory language to require assessing how enhancement and innovation readiness efforts affect eligibility for the weatherization program.
*Authorizes about $1.6 billion in WAP funding across FY2026–2030 and raises the per-unit calculation, which increases federal outlays for weatherization.*
