Broadens who counts as a RECA 'downwinder' by swapping a fixed township grid for countywide coverage in affected areas. The bill would also extend the Radiation Exposure Compensation Act Trust Fund through December 31, 2030 and require the Attorney General to report on outreach to newly eligible people.

  • Residents and families: People who live in counties that include the previously specified township ranges would become newly eligible to seek compensation under RECA. This expands the geographic boundary from a narrow grid to whole counties that contain that grid.
  • RECA funding and claims: The RECA Trust Fund would be extended through December 31, 2030, replacing the earlier two-year-after-enactment timing. That change maintains the fund's availability for claims and program administration for a longer, fixed period.
  • Government outreach and accountability: The Attorney General would have 180 days to send Congress a report on efforts to educate and reach individuals who gain eligibility because of the change. The report must describe outreach and education steps taken to notify newly eligible people.
