- Federal agencies would have to buy only flags that meet the 100 percent U.S. manufacture standard and could not display non‑qualified flags on federal property after the deadline. Procurement rules kick in 90 days after enactment and display rules apply 2 years after enactment.
- Domestic flag makers that already produce flags entirely in the United States could gain access to federal contracts because the law defines “Made in the United States” as 100 percent manufactured from 100 percent U.S. produced materials.
- Private purchases and private displays are unaffected so individuals and private groups can still buy or show flags made abroad.
- The Federal Trade Commission Chair would conduct a study on country-of-origin labeling for U.S. flags and deliver a report to two congressional committees within 1 year. The study must describe enforcement, tally fines and penalties, and identify repeat violators.

If enacted, federal agencies would only be able to buy U.S. flags that are 100% made in the United States using 100% U.S. materials. The buying rule would start 90 days after enactment. Agencies could only display flags on federal property if they meet the same standard, starting 2 years after enactment. The rule would cover executive, military, legislative, and judicial offices, plus the D.C. government and government-controlled corporations. It would not apply to private groups, and it would be carried out consistent with U.S. international agreements.
