Summary
Creates a dedicated Animal Cruelty Crimes Section within the Justice Department to investigate and prosecute federal animal cruelty laws. The unit would sit in the Environment and Natural Resources Division and coordinate with the Department of Agriculture, the FBI, U.S. Marshals Service, Customs and Border Protection, and other agencies to bring focused, specialized cases. It would also require annual reports to Congress, starting one year after enactment, that list charges and convictions by specific law and State and that note investigations that did not result in charges.

New Justice Department animal cruelty unit
If enacted, the Justice Department would create an Animal Cruelty Crimes Section inside its Environment and Natural Resources Division. The Section would enforce federal animal cruelty laws and pursue investigations and prosecutions. It would coordinate with USDA, the USDA Inspector General, the FBI, the U.S. Marshals Service, Customs and Border Protection, and other agencies. Starting one year after enactment, and every year after, it would report to Congress. Reports would list charges filed, broken down by the specific law, the state, and convictions, and list investigations that did not lead to charges. The bill does not specify funding amounts.
