Summary
This bill would require HUD to revise Community Development Block Grant disaster rules so that heirs property owners and others without traditional title can access recovery and mitigation aid. It would let them prove ownership with a HUD-standard affidavit or letters from local schools, benefits programs, and nonprofits.

Easier homeownership proof after disasters
If enacted, HUD would require disaster grant programs to accept simpler proof that you own your home. For CDBG-DR and CDBG-MIT aid after a Presidential disaster, you could use a signed HUD ownership affidavit or letters from local schools, benefit agencies, or social service groups to show ownership. Grantees would have to tell you about the affidavit when you apply and provide it in English, Spanish, and other local languages. They could not require a notary. The affidavit form would not require a public comment period. This would especially help heir property owners—homes passed without a will and shared by multiple heirs—who often lack traditional deeds.
