Improper payments transparency. This bill requires the President's budget to include detailed improper payment amounts, three-year trends, and the status of corrective actions for programs at executive agencies.

- Executive agencies: Must report, for each program required to file improper payment reports, a narrative explaining why improper payments occurred and whether amounts and rates increased, decreased, or stayed the same over the prior three years. Agencies must also list incomplete corrective actions and the steps they will take to address those issues.
- Congress and the public: Gain standardized, trend-focused information that makes it easier to compare programs and track whether corrective plans are reducing improper payments.
- Budget managers: Adds a new data item to the President's budget submission to capture this information and emphasizes trend analysis and corrective-action status across agencies.
