Sponsored By: Representative Miller-Meeks, Mariannette [R-IA-1]

In Committee

Summary

Expand recycling access in underserved communities. This bill would create a pilot grant program at the Environmental Protection Agency to fund hub-and-spoke recycling infrastructure projects that boost collection and processing where capacity is limited.

Show full summary
  • Residents in underserved communities: Grants finance new transfer stations, curbside recycling expansion, and steps that lower collection and transport costs. At least 70% of annual funding would be reserved for underserved communities.
  • Local governments, Indian Tribes, states, and public-private partnerships: Eligible entities could receive grants from $0.5 million to $15 million. The federal share generally would be capped at 90% with a waiver option for significant financial hardship.
  • EPA and program design: EPA would set application rules and prioritize projects in places with not more than one materials recovery facility within 75 miles. The agency would have to start the program within 18 months and would report to Congress two years after the first grant on recipients and impacts.

*Authorizes $30 million per year for fiscal years 2025-2029, totaling $150 million, which would increase federal spending over that period.*

Grants to Improve Recycling Access

This bill would require the EPA to set up a pilot recycling grant program within 18 months of enactment. The program would get $30 million each year for fiscal years 2025 through 2029. Grants would range from $500,000 to $15,000,000, and the federal share would be up to 90 percent, with a hardship waiver allowed. At least 70 percent of each year’s money would be reserved for projects in underserved communities. The EPA could use up to 5 percent of each year’s money for administration and technical help, and grant funds could not be used for recycling education programs. The EPA would prioritize projects with one or fewer materials recovery facilities within 75 miles and must report to Congress within two years after the first grant award.
