If enacted, VA would presume certain herbicide-related diseases are service-connected only for veterans who served in Guam (including its waters) from August 15, 1958 to July 31, 1980. Veterans who served in Guam outside that window would not get this presumption. Service in American Samoa (including its waters) would still qualify with no time limit. This could change access to VA disability pay and care for affected veterans.
