Congress could review and block medical deals

The President would have to give Congress 60 days’ notice before starting talks and name the partner. At least 60 days before signing, the President would send a report on the deal and why it helps U.S. health security. During talks, the Trade Representative would share documents and meet committees; status reports would be due every 180 days. After submission, Congress would get a 30-day review, which one House could extend by 60 days and then 30 more days. If Congress passes a joint resolution against the deal during review, it would not take effect.

Fast action if partners break trade rules

The Trade Representative would monitor whether partners keep their promises. If a partner fails, USTR would report findings and options to the President. The President would have 30 days to decide whether to act. Actions could include suspending benefits, seeking compensation, or ending that partner’s emergency exemptions; if chosen, action must start within 15 days.

Trade deals to speed medical supplies

This bill would let the President make trusted trade partner deals for medical goods. The deals could cut or change import duties and rules to move supplies faster. Before cutting duties, the President would need advice from trade advisors and the ITC, report to Congress, and consult for 60 days. Deals could also coordinate rules and inspections, protect IP, open some procurement markets, and keep medical goods flowing in emergencies.
