Show full summary
- Veterans with service-connected disabilities are more likely to qualify for HUD housing because their VA disability pay is not counted in the income tests that define low or moderate income.
- States, local governments, and Indian tribes must exclude that compensation when they calculate income for HUD programs and funds administered by the Department of Housing and Urban Development.
- The Comptroller General must report to Congress within one year on how HUD programs treat VA disability pay, identify inconsistent treatment, and recommend legislative fixes to better serve veterans and underserved communities.

VA disability pay not counted for HUD
The law excludes VA service-connected disability compensation from income in HUD low- and moderate-income tests. States, cities, and tribes must leave out these VA payments when deciding eligibility for HUD-related housing help. This applies to programs that use HUD’s low- and moderate-income definitions. The change helps many disabled veterans qualify for assistance or get a larger subsidy. It is effective upon enactment.
