Do Not Flush labels for wipes
The bill would require clear "Do Not Flush" labels on many single-use wipes. Packages would show the words and a standard symbol on the main panel, with high contrast (70%+) and not hidden. Each mark would be at least 2% of the main panel, with placement rules by package type. Makers and sellers would be barred from saying or implying the wipes can be flushed. Covered wipes include baby, cleaning, antibacterial, makeup, and other personal care wipes with petrochemical fibers, and companies would have 1 year after enactment to comply.
FTC enforcement and one national wipe standard
The FTC would enforce these rules as unfair or deceptive acts under the FTC Act. The agency could issue rules and consult EPA, FDA, and CPSC. States and cities could not set different label rules; only identical rules to the federal standard would be allowed. This would create one national standard for these labels.
