Show full summary
- Coastal communities and emergency managers gain more ocean-focused measurements for forecasting and response because the act explicitly adds operational oceanography and expands references from "weather" to "weather and ocean."
- Regional coastal observing systems and federally funded projects must develop requirements and processes to share data at regional levels, improving local coordination and information flow.
- Federal program funding is stabilized by a dedicated appropriation of $47.5 million per year for fiscal years 2026 through 2030 to support the Integrated Coastal and Ocean Observation System.
*Authorizes $47.5 million annually for FY2026–2030, increasing federal spending by $47.5 million per year during that period.*

Broader ocean tracking and data sharing
If enacted, the program would add operational oceanography measurements to its mission. It would also add explicit coverage of ocean conditions alongside weather. Agencies on the Interagency Ocean Observation Committee would need to set clear processes to share data with regional coastal observing systems. These changes would take effect upon enactment and would improve data access for coastal managers, mariners, and researchers.
Five years of funding for ocean observing
If enacted, the government would authorize $47.5 million each year from FY2026 through FY2030 for the Integrated Coastal and Ocean Observation System. This money would support regional ocean observing, sensors, and data tools. It would help forecasters, mariners, coastal planners, and researchers use reliable ocean and coastal data.
