New licensing background checks in compact states
If you apply for a professional license in a state that joins a licensing compact, the FBI would share your criminal history with the state licensing agency. The FBI would share it only as the compact allows and only through the state’s police or ID bureau, and CHRI means arrests, charges, and outcomes (not ID-only fingerprints). The state agency could use the records only to decide your license or privilege. It could tell the compact only that the check is done and whether it was satisfactory. It could not share your records with other states, the compact, or the public, which could protect privacy but might make denials more likely for people with disqualifying histories.
