  • Passengers: People flying on services that sell individual seats in advance and publish schedules would be subject to TSA screening under section 1544.101(a). This applies to airplanes configured with more than nine passenger seats.
  • Air carriers and crews: Operators that hold certificates under parts 135 and 380 of title 14 of the Code of Federal Regulations would need to comply with the Aircraft Operator Standard Security Program and any revised TSA policies, with a 360-day implementation timeline.
