New NTIA spectrum and global offices
This bill would create two new NTIA offices. One would manage federal spectrum work, like frequency assignments and interagency coordination. Another would handle international telecom policy, including work with the State Department and groups like the ITU. It would also require that executive-branch views sent to the FCC be coordinated and reflect Administration policy, while stating the FCC’s authority would not change.
Simpler NTIA reports and audit timing
NTIA would publish one combined report in the first quarter each year for the most recent fiscal year. It would fold in required reports, like internet connectivity, wireless supply chain (when funded), and digital equity grants (when awarded). This would start January 1 of the first calendar year after enactment. The bill would also shift other report due dates to the first quarter, extend some audits to cover fiscal years 2021–2024, and end outdated BTOP and other legacy reports.
Stronger NTIA leadership and pay updates
This bill would create a Deputy Under Secretary to advise and stand in for the NTIA head. It would rename the NTIA head from Assistant Secretary to Under Secretary across federal law. The Under Secretary would be placed on the Executive Schedule, with the pay rate taking effect the first day of the first pay period after enactment. Current leaders could serve in the new roles without new nomination, and any pending cases would continue under the new title.
NTIA funding: $57 million each year
The bill would authorize $57 million for NTIA in fiscal year 2025 and $57 million in fiscal year 2026. This funding would support NTIA programs and operations. Households would see effects only indirectly, such as through broadband and telecom work that NTIA supports.
