Private accountants could score Congress bills

This bill would let most committee chairs get a budget estimate from a private accounting firm for any public bill or joint resolution the committee reports. It would not apply to the Appropriations Committees. The firm would have to be one of the 10 largest audit firms registered with the federal oversight board in the prior year. If used, that private estimate would count for budget rules, like pay-as-you-go, budget resolutions, House and Senate rules, and reconciliation. The Congressional Budget Office (CBO) would not need to make its own estimate for that bill.
