HR2815119th Congress

Cape Fox Land Entitlement Finalization Act of 2025

Sponsored By: Representative Begich, Nicholas J. [R-AK-At Large]

To President

Summary

This bill would convey roughly 185 acres of Federal land to the Cape Fox Village Corporation to satisfy its Alaska Native Claims Settlement Act entitlement. It also waives the core-township requirement for that land and pairs the surface conveyance with a subsurface conveyance to Sealaska Corporation while preserving public access to inland National Forest land.

  • Cape Fox: Cape Fox may select the Federal land within 90 days and the Secretary would convey the surface estate as soon as practicable, but no later than 180 days after selection, and the land counts toward Cape Fox's ANCSA entitlement of about 185 acres.
  • Sealaska Corporation: When the surface estate is conveyed to Cape Fox, the subsurface estate is conveyed to Sealaska to satisfy its ANCSA subsurface interest.
  • Public and forest access: Conveyances are subject to a reserved public easement under ANCSA section 17(b) to allow access from George Inlet to National Forest System land on Revillagigedo Island.
  • Existing rights and agencies: Transfers remain subject to any valid existing rights, reservations, rights-of-way, and other encumbrances unless the Secretary of the Interior, the Secretary of Agriculture, and Cape Fox agree otherwise.

Land transfers for Cape Fox and Sealaska

If enacted, Cape Fox would not need to take two specific parcels in the Saxman township, totaling about 185 acres (about 40 acres and about 144.57 acres). Within 90 days after enactment, Cape Fox would be able to send a written notice to pick the Federal land identified by the bill. After the Secretary of the Interior gets that notice, the surface estate would be conveyed to Cape Fox, and the subsurface would be conveyed to Sealaska Corporation. The Secretary would complete both transfers as soon as possible, and no later than 180 days after receiving the notice. These transfers would count as meeting Cape Fox’s and Sealaska’s land entitlements under ANCSA. The land would keep any valid existing rights or rights‑of‑way, and a public access easement would be reserved to reach National Forest System land inland from George Inlet.
