New Northwest Straits advisory commission

If enacted, the bill would create the Northwest Straits Advisory Commission with normally 14 members. The commission would meet at least quarterly and have a NOAA nonvoting liaison. It would give science-based restoration advice, help county marine resource groups, and post an annual public report to the Under Secretary and to specified House and Senate committees. Reports would cover benchmarks for habitat, species, water quality, data, and outreach, including work with underresourced communities. The commission would be allowed to enter cooperative agreements, accept donations, and partner with the State for staff support. But it would be forbidden from making rules or enforcing federal law. Its authority would end seven years after enactment.
