More fraud-fighting support for law enforcement

This bill would define terms like "elder financial fraud," "pig butchering," "general financial fraud," and "scam." It would say "eligible Federal grant funds" means certain DOJ training and technical assistance programs, the Violence Against Women Act local cybercrime grant (section 1401), and the DOJ COPS Technology and Equipment Program. The bill would let State, local, and Tribal law enforcement that get those grants use the money to investigate these frauds, hire staff, buy software, train on blockchain and other emerging tech, improve data sharing with banks, and name a financial-sector liaison. Agencies would have to report within one year after using funds on how much they spent, what it paid for, crime statistics, and an assessment of their ability to deter these crimes. The bill would also allow Federal law enforcement to assist State, local, Tribal agencies, and fusion centers in using blockchain tracing tools.
