Postal Service alcohol delivery with safeguards

If enacted, licensed alcohol producers and sellers with federal permits could mail alcohol using the Postal Service after registering and certifying shipments, including proof of state tax prepayment if required. Delivery would be directly to you or your authorized adult at a postal facility. The recipient must be 21 and show a government photo ID, and shipments for resale would be banned. State, local, and tribal alcohol laws would still apply, and USPS would follow the same delivery rules your state uses for private carriers; governments could enforce those laws in federal court, with USPS liable like a private carrier but not for punitive damages or pre-judgment interest. These changes would start when USPS issues its rules or two years after enactment, whichever comes first.
