- Veterans and transitioning service members: The plan would identify barriers they face in job search, hiring, and training and would highlight the military skills they bring and any competency gaps to address.
- Supply chain employers: It would identify recruiting, hiring, retention, and regulatory burdens employers face and recommend ways to improve outreach, training, mentorship, and career advancement.
- Federal agencies and regions: The Secretary of Transportation would have 30 days after enactment to publish a "Veteran to Supply Chain Employee Action Plan" in consultation with Defense, Veterans Affairs, Labor, and industry; the plan must name regions with the greatest workforce need and recommend short‑ and long‑term actions. The bill defines a "supply chain employee" as someone directly employed in the movement of goods.
