Summary

Strengthen servicemembers' access to SCRA interest-rate protections. This bill would require military financial training to teach those protections, expand when service members are notified about SCRA benefits, and change creditor rules to make rate limits easier to use.

  • Servicemembers and dependents would get SCRA benefit notice when they first enter service. Reserve members would also get notice when they first enter the reserve component and when mobilized or ordered to active duty for more than 30 days.
  • Department of Defense financial literacy programs would be required to cover consumer protections in the Servicemembers Civil Relief Act, including knowledge and use of interest-rate limits.
  • Creditors would have to treat other obligations to a servicemember as eligible for the SCRA interest-rate limit even if not listed in a notice. Creditors would also have to provide ways for servicemembers to submit required documents online, by mail, or by fax, at the servicemember's election.

Wider 6% interest cap for servicemembers

If you are called to military service, this would cap interest at 6% a year on all your pre-service debts with the same creditor. The cap would apply to any other obligation with that creditor, even if you did not list it in your notice. The cap would take effect as of the date you are called to service. Creditors would also have to let you submit required documents online, by mail, or by fax—whichever you choose.

More training and notices on military financial rights

This would add lessons on servicemember financial protections to required military financial training, including how to use the 6% interest limit. You would get information on these rights when you first enter service. If you are in the reserve, you would also get it when you enter the reserve and when called to active duty for more than 30 days.
