- Burmese state-owned enterprises and Myanma Economic Bank would face a formal review for sanctions. The President must decide within 180 days and then annually for 7 years whether these entities meet sanctions criteria and must send an unclassified assessment to Congress after each determination.
- Companies that operate in Burma’s jet-fuel sector, including foreign firms involved in importing, storing, transporting, or financing jet fuel, would be eligible for the same annual sanctions determinations. This expands the scope of actors subject to U.S. scrutiny.
- The U.S. Treasury would be directed to instruct the U.S. Executive Director at the International Monetary Fund to use the United States’ voice and vote to limit any increase in Burma’s IMF shareholding during governance reviews. The President may waive that restriction by certifying to the House Financial Services Committee and the Senate Foreign Relations Committee that the waiver is in the national interest and explaining why.

Annual Burma sanctions reviews and reports
If enacted, the President would have 180 days to decide if certain Burma-linked actors meet sanctions rules, then do this yearly for 7 years. Reviews would cover listed Burmese state-owned companies, Myanma Economic Bank, and foreign persons active in Burma’s jet-fuel trade, including finance, import, export, storage, or transport. After each review, the President would send an unclassified report to Congress, with a classified annex if needed. This would be a reporting rule and would set up regular reviews that would determine if sanctions apply to those actors. It would not change household taxes or benefits.
Limit Burma's voting share at IMF
If enacted, the Treasury Secretary would direct the U.S. representative at the IMF to use the U.S. vote to limit any increase in Burma’s IMF share while the State Administration Council rules. The President would be able to waive this by certifying to the House Financial Services and Senate Foreign Relations Committees that it is in the national interest and explaining why. This would change how the United States votes at the IMF. It would not change household taxes or benefits.
