More leeway on banks' reciprocal deposits
This bill would change how banks count reciprocal deposits under brokered-deposit rules. A bank would qualify only if its last exam rated it CAMELS 1, 2, or 3. For qualifying banks, parts of reciprocal deposits would not count as brokered. 50% of the first $1 billion in liabilities would be exempt. 40% of liabilities over $1 billion up to $10 billion would be exempt. 30% of liabilities over $10 billion up to $250 billion would be exempt. If enacted, these rules would take effect right away.
