Authorizes the President to award the Medal of Honor to Marine James Capers Jr. This law allows the President to give Capers the nation's highest military decoration for actions he took from March 31 to April 3, 1967, during the Vietnam War. It waives federal time limits that would normally prevent such a late award. Capers had previously received the Silver Star for those same acts of valor.
