Six Assurances to Taiwan Act
Sponsored By: Representative Krishnamoorthi, Raja [D-IL-8]
Introduced
Summary
Codify the Six Assurances and require congressional review of major U.S. actions affecting Taiwan. This bill would lock in specific U.S. positions on arms sales, mediation, and sovereignty while creating a tight, time‑bound oversight process for actions that could alter U.S. policy toward Taiwan and the People's Republic of China (PRC).

- Executive branch would have to notify the House Foreign Affairs Committee and the Senate Foreign Relations Committee before pausing or ending defensive arms sales, negotiating about such sales, mediating sovereignty, changing the U.S. position on sovereignty, or pressuring Taiwan. Congress would get 30 days to review or 60 days for notifications in a July 10–September 7 window and may limit spending on the action during that review.
- Congress would gain a formal joint‑resolution process to approve or disapprove those actions and could block funding; a successful disapproval would prevent the action from proceeding.
- The bill would reaffirm that the U.S. did not agree to set an end date for arms sales, did not agree to consult or mediate with the PRC on Taiwan, and would not pressure Taiwan to negotiate, aiming to deter coercion and preserve stability across the Taiwan Strait.

Congressional review of key Taiwan moves
If enacted, the President would have to notify Congress before certain Taiwan-related moves, like pausing or ending defensive arms to Taiwan. It would also cover negotiating with China about those arms, mediating on sovereignty, changing the U.S. sovereignty stance, or pressuring Taiwan to talks. After notice, Congress would get 30 days to review, or 60 days for notices sent July 10–September 7. During that time, no appropriated funds could support the action unless Congress passes a joint resolution of approval. Only House and Senate leaders could introduce approval or disapproval resolutions, with fast committee deadlines and quick Senate floor action. If Congress passes disapproval, spending is barred for 12 days; after a veto, 10 days; if disapproval becomes law, the action could not proceed or be funded.
Rest of law stands if part struck
If enacted, if a court strikes down any part of this Act, the remaining parts would still apply. This would keep the rest of the law in force.
