- Gun owners and travelers: People not federally prohibited from firearms possession who hold a state concealed-carry license or are entitled to carry in their home State could carry a concealed handgun in States that issue permits or do not ban concealed carry. Machine guns and destructive devices are excluded. It would take effect 90 days after enactment.
- State and property rights: States would keep the power to prohibit or restrict concealed carry on private property and on State or local government property. The bill also lists federal public lands and agencies where carrying would be allowed in publicly accessible areas, including National Park units and Forest Service land.
- Criminal and civil protections: Officers may not arrest absent probable cause that the carry falls outside the law and prosecutors must prove beyond a reasonable doubt when the defense is raised. Prevailing defendants can recover reasonable attorney fees and may sue for deprivation of rights with damages.

Nationwide concealed carry for permit holders
If enacted, eligible permit holders could carry a concealed handgun across State lines. You would need a photo ID and a valid State permit, or a home‑State entitlement, and you must not be federally prohibited. The handgun could not be a machine gun or destructive device and must have moved in interstate or foreign commerce. Carry would be allowed in States that issue carry licenses or do not ban concealed carry, and in public areas of National Parks, Wildlife Refuges, BLM, Army Corps, Reclamation, and Forest Service lands. Private owners and State or local governments could still ban guns on their property. Police could not detain you under local gun rules without probable cause you are outside these rules; your ID and permit would count as initial proof. The school‑zone gun ban would not apply when you carry under this section. This would take effect 90 days after enactment.
Gun permit holders could sue and get fees
If enacted, you could sue anyone, including a State or city, that takes away rights under this concealed‑carry rule. A winning plaintiff would get damages and reasonable lawyer fees. In a criminal case, prosecutors would have to prove beyond a reasonable doubt that you did not meet the rule. If you win using this defense, the court would award your lawyer fees. These changes would start 90 days after enactment.
