Summary

Ties cost analyses for effluent limitation guidelines to technologies that are commercially available in the United States. The bill would amend Section 304(b)(1)(B) of the Federal Water Pollution Control Act by replacing "technology in relation to" with "technology that is commercially available in the United States in relation to", which would require EPA to base guideline cost estimates on domestically available technologies and affect how regulated facilities' compliance costs are calculated.
