New cap on university grant overhead
If enacted, this would cap how much "overhead" universities can charge on federal research awards. The cap would match the average indirect cost rate used in private research awards. OMB would set that average at least once a year, and federal cost rules would define what counts as indirect costs. It would apply to grants, contracts, and cooperative agreements to colleges and universities. GAO would study these rates and report to Congress within one year after enactment; the cap could lower overhead payments to universities and reduce some federal spending.
