Free Direct File system. This bill would require the Treasury to keep the IRS's Direct File free and operating and make participation mandatory for all states.

- Families and individual taxpayers would have continued access to a free direct e-file option for federal tax returns.
- Each of the 50 states and the District of Columbia would be required to participate starting with taxable years beginning after December 31, 2025.
- The Secretary of the Treasury or the Secretary's delegate would be required to maintain Direct File in operation and keep it free. The bill includes a "notwithstanding" clause to make these requirements supersede conflicting laws.
