Regional soybean discounts after disasters

If a state or region has a USDA disaster or a President-declared disaster or emergency, the crop insurer would set a soybean discount for that area. The same would happen if a soybean salvage market occurs. The discount would reflect average local quality price cuts. This could raise or lower insurance payouts for soybean growers in those areas. Each discount would be reviewed and reported to Congress in the next periodic review.

Five-year crop quality reviews with farmer input

Starting in 2025, the crop insurer would hire a qualified reviewer every 5 years to examine quality loss rules. Each review would finish within one year. Reviews would include regionally diverse industry stakeholders for every crop that offers a quality loss adjustment. After each review, the insurer would report findings and any changes to the House and Senate agriculture committees. Actions on quality loss adjustments would be based on each completed review.
