Expands access to SBIR and STTR for historically underrepresented states and institutions. This bill would extend the FAST application-assistance program through Sept. 30, 2030 and require the Small Business Administration to provide application help and targeted outreach to increase participation from low-award states and from research at minority institutions and Hispanic-serving institutions.

The Small Business Administration (SBA) would have to help small firms apply for SBIR and STTR awards. SBA would update policy rules within 90 days after enactment. Outreach would target states with few past awards and researchers at minority-serving and Hispanic-serving colleges. This could broaden access to these research funding programs.

FAST program extended through 2030

The bill would keep the FAST program authorized until September 30, 2030. If enacted, this would take effect right away. Small businesses could continue using FAST help for SBIR/STTR support through that date.
