Coverage of hearing devices and systems. This bill would require group and individual private health plans to cover cochlear implants, bone-conduction implants, external sound processors, and the related surgery, activation, maintenance, repairs, rehabilitation, and assessments needed for those devices.

  • Families and people with qualifying hearing loss would be eligible for device costs, preoperative and postoperative care, audiology visits, aural rehabilitation, and periodic upgrades or replacements every 5 years when applicable.
  • Group health plans and insurers would have to apply the same cost-sharing and treatment limits to these devices as they do to other medical and surgical benefits and could not impose separate copays or stricter limits. Plans also could not deny coverage when a physician or qualified audiologist determines a device is medically necessary.
  • Grandfathered plans would be brought into the same coverage rules, and the requirements would take effect for plan years beginning on or after January 1, 2026.

Health plans would cover hearing implants

If enacted, most group and individual health plans would have to cover cochlear and bone-conduction implants and external sound processors for people who meet medical criteria. Coverage would include hearing tests, pre-op checks, surgery, activation and fitting visits, aural rehab, maintenance, repairs, and needed accessories. Plans would have to allow an upgrade or replacement at least every 5 years. Plans could not add special copays, deductibles, or visit limits just for these items, and could not deny coverage when your doctor or a qualified audiologist says it is medically necessary. Grandfathered plans would also have to follow this for plan years beginning on or after January 1, 2026.
