Let tribes and HUD speed environmental review

This bill would let the HUD Secretary designate HUD-administered assistance as "funds for a special project" for NEPA environmental review under section 305(c). The designation would apply only to assistance HUD runs and would not apply when another law already sets how HUD must do NEPA. The bill would also add "Indian Tribe" (a federally recognized tribe as defined in 25 U.S.C. 4103(13)(B)) to the list of entities that may assume environmental-review duties now limited to States and local governments. If enacted, this could speed or change NEPA review for HUD multifamily projects that involve tribal lands or tribal sponsors.
