Sponsored By: Representative Murphy, Gregory F. [R-NC-3]

In Committee

Summary

Non-competitive renewal of certain long-term National Park leases. This bill would let the Secretary of the Interior, acting through the National Park Service Director, extend qualifying leases without complying with sections 18.7 or 18.8 of part 18 of title 36.

Show full summary
  • Existing lessees: Lessees with a lease in place at least 5 years before the extension and who are meeting lease terms could receive a non-competitive extension if the Director finds it in the park’s best interests.
  • Park administration: It gives the Secretary and Director explicit discretion to approve these extensions and would require revising part 18 of title 36 within 90 days to codify that authority.
  • Competition and the public: For eligible leases the bill would bypass standard competitive bidding or leasing procedures, reducing opportunities for new competitors to obtain those sites.

Easier National Park lease renewals

The Park Service could extend some existing leases without the usual re-bidding steps in sections 18.7 and 18.8. The lease must be under 36 CFR part 18 (as of January 3, 2025), signed at least 5 years before the extension date, and in full compliance. The NPS Director would also need to find the extension is in the best interest of that park unit. Interior would have to update these leasing rules within 90 days after enactment.
