National ban on greyhound racing and bets
If enacted, this would ban commercial greyhound racing and related betting in interstate or foreign commerce starting October 1, 2027. It would also ban simulcast wagering, live lure training that uses real bait, open field coursing, and selling or transporting greyhounds for those uses. Businesses and workers who run races or take bets would face criminal penalties: fines and up to 7 years in prison per violation. Each violation would count separately. The Secretary could investigate cases and get help from the FBI, Treasury, and state and local agencies.
Keeps state gambling and animal welfare powers
If enacted, this would not override state laws that ban gambling or protect animals, including greyhounds, jackrabbits, and hares. It would also leave the current relationship between the Interstate Horseracing Act and other federal laws unchanged. These guardrails would take effect October 1, 2027.
Hares added to animal welfare rules
If enacted, hares would be added to the Animal Welfare Act on October 1, 2027. Businesses that breed, sell, exhibit, train, or transport hares for commercial use would need to meet federal care and record rules. Regulators could inspect and enforce those standards, with penalties for violations.
