- Congressional and legislative offices would see clearer internal rules because Section 101 contains about 55 targeted cross-reference updates in Title 2 and related ethics and pay provisions. These edits make existing authorities easier to find and apply.
- Presidential transition teams and the intelligence community would get clearer legal hooks because Division B and Section 218 would insert, replace, or remove references across national security and transition statutes, including a set of 62 enumerated edits in Title 50. That reduces citation confusion when agencies consult statutes.
- Voters, election officials, and campaign finance and tax administrators would benefit from recodifying many references into 52 U.S.C. and aligning Internal Revenue Code citations. This helps legal and administrative clarity for voting, absentee rules, and FECA related matters.
