Humanitarian and UN exceptions to sanctions

This bill would carve out clear exceptions to any sanctions under the Act. It would not block authorized U.S. intelligence, law-enforcement, or national-security activities. It would allow admission or parole of a noncitizen when needed to meet the UN Headquarters Agreement or other international duties. It would allow sales and transport of food, farm goods, medicine, and medical devices, and other humanitarian aid and related payments. These exceptions would apply until the Act’s sunset on September 30, 2030.

Targeted sanctions and report on Pakistan

This bill would require the President to send Congress a list within 180 days naming senior Pakistani officials and related entities tied to gross human-rights abuses or moves that undermine democracy. The list could be classified. The President would be allowed to apply Global Magnitsky sanctions to people and entities on that list. These authorities would end on September 30, 2030, unless Congress extends them.
